Description

This document is made up of 4 chapters and 3 appendices:
Chapter 1: General provisions
 Any discharge of liquid effluent that causes stagnation, inconveniences the
neighbourhood, or pollutes surface, ground or marine water is prohibited throughout the country, at
. Chapter 2: Provisions applicable to effluent discharges into a receiving environment
 Effluent discharges into wastewater treatment facilities, except in the case of the
combined sewer system, must comply with the following criteria: – rainwater must be discharged separately from other
wastewater. – effluent must comply with the criteria defining stormwater and wastewater
as well as discharge limit values (chapter 4). Chapter 3: Provisions concerning monitoring and control
 Samples and analyses of receiving environments and effluents are carried out
by competent technicians from the Ministry of the Environment or by any other
laboratory qualified for this purpose by the said Ministry.

2

 Technicians or any other persons or entities designated by the Ministry of
l’Environnement et des Etablissements Classés are responsible for resolving, in collaboration
with local administrative authorities, the various problems posed by
alteration or pollution of surface, underground or marine waters.  The nature and minimum frequency of measurements are defined. Lower thresholds may
be set by the relevant department of the Ministry of the Environment, where justified by the
sensitivity of the receiving environment. At the very least, each discharge must be sampled and analyzed twice a year at
. Unannounced sampling will be
carried out in the middle of an activity, resulting in rejection.  Receiving environments under special protection are subject to more regular monitoring and
water control, with a view to protecting them. Chapter 4: Limit values for parameters
Wastewater discharged into the natural environment must comply with limit values for the following parameters, based on
the maximum daily flow permitted: Suspended Solids
(SS), Chemical Oxygen Demand (COD) and Biochemical Oxygen Demand
(BOD),Nitrogen and Phosphorus, Phenols, Total Hydrocarbons,Chromium, Cyanides, Arsenic
and compounds (as As), Fluorine, Copper, Zinc, Mercury, Lead,Faecal Coliforms, Faecal Streptococci, Salmonella,Cholera Vibrio, E.coli
