Definition
What is certification?
According to the International Organization for Standardization, certification is a procedure by which a third party gives written assurance that a product, process, service or organization conforms to specified requirements.
In a context of intensifying trade, the BHN is committed to providing manufacturers and service providers with a tool to enhance the quality of their products and services, and to guide consumers in their purchasing decisions.
Products and services placed on the market must guarantee health protection and user safety. All activities aimed at providing this assurance are grouped together under the heading of conformity assessment. There are three types of certification:
Products & services
Certification that products or services comply with applicable Haitian standards.
Management systems
Certification of company quality systems (ISO 9001, etc.) to guarantee their processes.
People
Certification attesting to an individual’s skills in a technical or professional field.
The national brand
Product certification by BHN
Certification of products in Haiti, by affixing the national mark of conformity to standards, is the sole responsibility of the BHN. The Haitian National Mark is a logo which, when affixed to products, clearly indicates to consumers and manufacturers that these products comply with standards.
It is awarded by the BHN to a manufacturer who has put in place measures to guarantee the continuous conformity of its product to Haitian standards. The Mark is the exclusive property of BHN.
License validity
The license is granted for a period of three (03) years, during which the BHN exercises continuous surveillance over the manufacturer and its products admitted to the Mark. BHN may, at any time, withdraw or suspend the license if the manufacturer fails to meet its commitments.
Award criteria
How do I get the mark?
For a given product, the criteria for awarding the label are defined in the specific Brand regulations, approved by an impartial committee comprising representatives of all the parties concerned: BHN, manufacturers, government, laboratories, consumers and scientific bodies.
The award criteria are administrative, technical and financial. Any manufacturer, regardless of size, can apply for the right to use the Mark by contacting the BHN.

Certification process
The certification process comprises the following chronological stages:
Certification regulations available
On written request, BHN will provide the manufacturer with a copy of the certification regulations and the General Rules, as well as all information relating to the Mark and its operation.
Application for admission
The manufacturer submits a formal application for admission to the Mark to the BHN, accompanied by the required documents.
Application processing
The manufacturer’s request is subject to administrative and technical examination by BHN teams.
Evaluation
The purpose of the assessment is to ensure the manufacturer’s ability to consistently supply products that comply with standards. It covers the conformity of the manufacturer’s quality system and product conformity to standards, via sampling and laboratory analysis.
Decision
After submitting the assessment report to the certification committee for its opinion, the BHN decides whether or not to award the Mark. The manufacturer is officially notified.
